and anyway to make internet explorer not have 2 blue task bars? for past several months and was lazy to make an account here but anyway to get rid of that? even if having the search bar next to address bar there or not, it was still there.

To me, its a mess and like to have no sub menus in the start menu line up, and is there a way to limit how manny there are listed? gets taller taller n taller untile i remove sevaral quick starts for to not full size from bottum to top of my screen.

You can remove the program submenus by unchecking "Enable jumplists" in the Main Menu tab of Classic Start Menu settings.
You can limit the number of recent/frequent programs (the ones below the line) by changing "Max recent programs" in the Main Menu tab.
You have to manually manage the pinned programs (the ones above the line) - if you want to have fewer pinned programs you must unpin some of them.

I have no idea what you mean about taskbars in Internet Explorer. There is no such thing.
