I just installed Classic Shell in Windows 8.1, all options enabled except the IExplorer one. (3 of 4) and the "create desktop icon" box checked. There is no desktop icon, and the menu that pops up in the lower left corner looks nothing like what the web page or help screen shows. It is merely an all grey box with a vertical line creating an empty (except for the letter x at the bottom) vertical bar on the left side, entitled at the top as == Classic Start Menu == with six option words below as follows in descending downward from this title: horizontal underscore line, Windows Explorer, blank line, Open, blank, Open All Users, another underscore line, Settings, blank, Help, blank, Exit (beside the letter x in the vertical column); and that is all.
Nothing in the advanced Settings menu options addresses this situation. I am stumped at this point.

There is no such setting for a desktop icon. You probably clicked on the setting to create a start menu folder for the shortcuts.
What you are describing is what happens when you right-click on the start button. Use a left click instead or press the Windows key on the keyboard.

You might be using a mouse that has the clicks reversed. Open Mouse Control Panel and check that. You must left click on the Start button, not right click.
