Or each time the mouse go by the button it the menu will pop up and cover what I want |

Which style of the Start menu are you using? For Windows 7 style, there is a 'Delay multiplier for the All Programs button' setting on the Main Menu tab. It is 200 by default, meaning 200% (twice) the delay of the normal hover. For Classic styles, adjust the Menu delay. |
