I'm using the current Classic Shell on Windows 8.1, updated. When I select Shut down /shot down, it powers down for a second or two, then powers back up. Is this something related to Classic Shell?

It is possible your system doesn't like the hybrid shutdown (it is a combination of hibernation and shutdown that was introduced in Windows 8). Hold down Shift when shutting down to disable it temporarily. If that works, you can permanently disable the hybrid shutdown by unchecking "Enable hybrid shutdown" in the "Main Menu" tab in the start menu settings.

Holding down the shift key does work, but the option was unchecked in settings/main menu. To be sure, I checked it, saved, then unchecked it and saved again. It still behaves the same - power light is off for about 2 seconds, then it restarts. And this computer predates Windows 8.

Unchecking the setting should do exactly the same as holding down Shift. That's of course assuming you are using Classic Shell to shut down. If you are shutting down by some other means (like from the Power Settings) then it won't have any effect.

I am using Classic Shell (4.1.0) to shut down. When I click Shut Down from the Classic Shell start button, the small window with "Windows 8" at the top and the question "what do you want the computer to do?" and "Shut Down" is selected in the drop-down menu.

OK, the window is not part of Classic Shell and is not affected by the "Enable hybrid shutdown" setting. It is implemented by Windows itself.
The setting only controls the direct Shutdown command in the start menu (the one that says "Shutdown", not "Shutdown...")

The red power button with "shut down" in the left column brings up the Windows dialog, and restarts after the power light is off for about 2 seconds. Clicking on the "shut down" button at the bottom of the right column does the same thing. However, selecting the shut down at the bottom of the right column and using the triangle to select "shut down" does directly shut down, and stay off. Thank you for your help.

Well, for me a quicker way to power down. If I click on the red power button icon on the left, it goes through the Windows dialog box and doesn't stay powered down. It does not do a restart, but the power comes back on after about 2 seconds. The same thing happens if I click "shut down" at the bottom of the right column. I have to select "shut down" from the drop-down list to actually power down. Now, I don't power down all that often, so it isn't a major deal for me.

Okay as you wish. I just showed you above a way to make any method always reliably power down regardless of how you shut down, so it doesn't turn on after 2 seconds. But if you are used to shutting down via the dropdown submenu, then it's fine. :)

Hi I found this post b/c I am having the same Power Off/Sleep issues. The PC just reboots when trying to do either. I followed your instructions with the fast start option unchecked but its still not working. Any other options? Thanks

Open Classic Start Menu settings by right clicking the Start button. In the search box of the settings window, type: hybrid and turn off hybrid shutdown there too. Now see if the PC still reboots or shuts down. If it still reboots, this is a problem with Windows 8 power management and your specific combination of hardware, not with Classic Shell.
