Is there a way to disable all shortcuts? Sometimes when I want to search for a program but the cursor is not in the search box an item gets selected base on the first letter of its title (example if shutdown menu is opened and I press R the Restart will be fired). I would like to disable this.

Yes there is a way but you can also change the focus to be on the search box by default without disabling keyboard shortcuts (accelerators). Open Start Menu Settings -> Search Box tab. Make sure that "Access normally" is selected and "Selected by default" is checked.

I did replace $Menu.Restart with Restart and still selection by first letter is happening. Regarding the search box "Access normally" and "Selected by default" - I already have it this way.
What I want is - disable everything except the search box so whatever I type only search box is affected.

The method I gave only disables accelerators (underlined letters/shortcuts), there is currently no way to disable selection by first letter. However if the focus is on the search box when you open the Start Menu, what is the problem with selection by first letter remaining on? When you press Win key/click the Start button, is the text cursor not blinking inside the search box?

Unless you press Tab or navigate away from the search box, the focus isn't going to move away from the search box on its own. Maybe you are accidentally clicking outside the search box inside the menu or your hands are touching the trackpad while typing?

There is no problem that the way it works however if I move it out of the search box by mistake or on purpose I have to remember to put the focus back to the search box otherwise undesirable (for me) behavior is happening. So many times I fired wrong commands like Restart when searching for something else.

Activating an item by its accelerator (underlined letter or first letter) is one of the core features of the start menu (and menus in general). It can't be disabled.

Please, consider implementing it. For now I disabled it by putting special character (·) in front of the Labels of Shutdown, Restart and some other menus.

You could put one ampersand followed by a space and then another ampersand to "disable" the keyboard shortcuts. e.g. & &Shutdown, & &Restart.
