If you are using the Windows 7 style, go to the Customize Start Menu tab in Start Menu settings. Devices and Printers is already there. Change it to Display as a menu/link.
If you are using the Classic styles, go to the Customize Start Menu tab in Start Menu settings. From the right pane, drag a custom item to the left pane, position it where you want and double click it. In the Link field, specify this: shell:::{A8A91A66-3A7D-4424-8D24-04E180695C7A} Check "Don't expand" if you don't wish to expand it as a menu. Click OK twice to save settings.
