In my Windows 7, in my ClassicShell install directory at D:\Program Files\Classic Shell, I have the contents below in the screenshot:

"ClassicStartMenu.exe" is the program you want to double-click to run

If Left-Clicking your Start Menu doesnt open the Start Menu, you can Click on the shortcut in the install directory named "Start Menu Settings", click the box that says "Show All Settings" and try the following:

1.
  • Click on the "Start Menu Style" tab, and select either "Classic Style", "Classic with Two Columns", or "Windows 7 Style"
  • Select one, click the box below that says "Replace Start button", then Click OK, then open your start menu again and see if its changed, if not, try selecting another style, just to see if it might already be working but maybe it looks the same to you
2.
  • Click on the "Controls" Tab of the settings, and be sure that "Left Click Opens" is set to "Classic Shell", click OK, and try your start menu now and see if that works

3.
  • Click on the "General Behavior" Tab in the settings, then select "Start Automatically for this user", then click ok
  • Then restart your computer and see if it works now

Which Windows OS are you running? Did the installer complete? After that, the menu that you get by pressing the Start button is the Classic Shell Start Menu. It also adds a toolbar to Explorer and some missing features to Internet Explorer. You can configure the settings for all 3 components - menu, Explorer addon and IE addon from the Start button -> All Programs -> Classic Shell.
