How is it possible to remove Settings and Help links while right clicking to Classic Start Menu?

There is also a global setting "EnableSettings" at HKEY_LOCAL_MACHINE\SOFTWARE\IvoSoft\ClassicStartMenu. Set it to 0 in the registry and restart the Classic Start Menu to prevent the users from opening the Settings dialog.
To hide Help, rename or delete the Help file at C:\Program Files\Classic Shell\ClassicShell.chm

Thanks a lot, it helped a lot to me. One more question, I am using Windows 8.1 and when I click to a very low left corner, my Start Screen instead of Classic Start Menu is displayed. Is there any chance to fix this? Thanks a lot.

In Classic Start Menu settings, check on the tab called "Windows 8.1 Settings" that your "Disable active corners" setting is set to All or Start screen.
