Every .png or .bmp file I have tried is way too big to fit down as a custom Start button. I have shrunk the files down to as small as 16x16 pixels and it has no effect on the size of the icon (when used for the Start button in this app).

NOTE: I have been using Microsoft Office Picture Manager to reduce image size; do I need to be re-sizing with another app? Does this have anything to do with vector graphics?

I've attached one image I drastically reduced in size, and one image unmodified from web download.

Most likely you are seeing only the top 1/3rd of your image. Your PNG file needs to have 3 images stacked vertically. Look at some examples here: viewforum.php?f=18
