On Windows 8.1, here's how you can add Administrative Tools for the Classic style of the menu:
1. Right click the Start button, Settings. 2. Enable All Settings. 3. Then click on Customize Start Menu tab. 4. In the right column on Customize Start Menu tab, scroll all the way down and locate "Custom Command". Double click it. 5. That will add it to the left column. Position it up and down wherever you want by dragging it in the left column. 6. Now double click the item. 7. In the Link field dropdown of "Edit Menu Item" dialog, choose Administrative Tools. 8. Choose an icon if you want: imageres.dll, 114 and click OK twice.
In the Windows 7 style, Administrative Tools are already there but off by default. Change it to Display as a menu/link.
If you want to show Administrative Tools inside the All Programs menu, go to the Metro Start screen and press Win+I. Then click "Tiles" in the right pane and change "Show administrative tools" to Yes.
