Hi I have used most of the free start button replacements for Windows 8 and the one I have used the most and that is the most stable is Classic Shell,
I have read the administrative section and applied the defaults that I wish to be applied to all users which is working. I have used the global settings to stop end users from making changes also, however, although I can see the DWord SkipMetro in individual users profiles in regedit. If I apply this in the HKLM in software....ClassicStartMenu as a Dword either with the _default or just as SkipMetro with a 1 as in the individual users profile the system ignores this and always starts in metro, what am I doing wrong? Thankyou for a great product :)

Are you on Windows 8.1? On Windows 8.1, the Skip Metro setting in Classic Start Menu settings only changes the OS boot to desktop setting which can also be set from the Navigation tab of Taskbar Properties. So adding it for all users in HKLM won't work. Windows 8.1 doesn't seem to have a Group Policy either for all users/Computer Configuration to boot to desktop.

Well firstly I would like to say a big thanks for replying so quickly and yes it is windows 8.1 I am trying to configure with Classic Shell. If this cannot be done then they will have to click on the desktop tile and get used to the default view, thanks for your help.
