I have the classic shell customized to include a button for the control panel. However, when I use this button it opens the control panel using the "Large Icons" setting. I would like for to either always use Categories or to run off the defaults provided by the Windows registry. When I run control panel using Ctrl+Q, it does work using the default values in the registry. Another thing I noticed was that after I run the Control Panel command using classic shell, the built in control panel command found using Ctrl+Q fails until I reopen the Windows registry, at which point the correct default values are restored. I have Windows 8.1 and attached is a screenshot of the relevant Windows registry directory for the control panel defaults.

You can set the control panel to open in Categories view from the start menu. Go to the settings and type "categories" in the search box. You will find an option that you need to check. I have no idea what you mean by Ctrl+Q. This is not a standard hotkey. |

Thank you, it works now. I had meant Win+Q. |
