How classic shell 4.0 can be configured to show Win 8.1's default start button left click menu instead of classic shell's own menu?

If you mean how to show the default Start screen by left click, here's how to do it. Right click the Start button, click Settings. On the Basic Settings tab, change "Left click opens" to "Windows Start Screen" and click OK.

I don't mean the Start screen but the new 8.1 left click menu containing Programs and features, Mobility center, power options, Event viewer, System etc.

Btw, you can also shift+right click to show the other menu than whatever menu regular right click is configured to show.
Also, if you use a custom button instead of the built-in one, then right click on the hot corner will show the Win+X menu and right click on the Start button itself except the hot corner pixel will show the Classic Shell context menu.
