Hi. It would be good to have the start menu available in Welsh. Windows provides a Welsh langauge pack and so this would allow everything on screen to be in Welsh.

someone who speaks welsh would have to offer to do a translation first ;)

Currently only languages that are available from Windows Update are supported. Welsh unfortunately is not one of them. So for the moment there are not plans on adding Welsh.
