there for quite some time Xendesktop 7 and Windows Server 2012R2 is present, more and more customers come to the conclusion their XenApp / XenDesktop environment to the new operating system to migrate, unfortunately, has even Windows 8.1 / Server 2012 does not have a useful start menu, where would the offer use of Classic Shell, only in a terminal server environment, a user interaction is not required, since all settings are managed by the administrator. Is there a possibility that might be administered the settings of the Classic Shells for a Central? (ADM / ADMX) and the user himself, the other settings are removed from the system? So that he can make any changes to the appearance.

From what you've written, it appears you want an admin to force and lock down all settings for all users. This is easily possible by setting the correct registry values. Look at the Administrative Settings section for Classic Start Menu in the help file. Administrators can centrally lock down all settings and enforce them.

Classic Shell 4.0.4 introduces Group Policy support for its own settings. The file, C:\Program Files\Classic Shell\PolicyDefinitions.zip includes the policy definitions. If you have an Active Directory domain, extract the files to %logonserver%\sysvol\%userdnsdomain%\policies\PolicyDefinitions\ or whatever your Group Policy Central Store is. For Local Group Policy, extract them to C:\Windows\PolicyDefinitions folder.
