is there a way to add "Set Program Access and Defaults" button?

Add a Custom item as earlier but set the Command to control.exe /name Microsoft.DefaultPrograms.

If you want to open the "Set Defaults" page directly, use:
control.exe /name Microsoft.DefaultPrograms /page pageDefaultProgram

Correct. You could also open ComputerDefaults.exe directly but the Default Programs page gives access to it anyway.
