Is it possible to turn off the classic start menu, but continue to use features such as the custom start button, and custom taskbar opacity? I am using version 4.2.3 on Windows 10.

In Classic Start Menu Settings, check "Show all settings". On the Controls tab, set "Left click opens" to "Windows Start Menu".
