I want the start button to stop fading, and I've tried going to advanced system settings and turned off allow animations in the taskbar and start menu but is doesn't work when I change the start button.

What fade are you refereeing to? and which start button are you using? a screenshot might be helpful
most buttons are designed to 'glow' when hovered, and unchecking animations has no sway on this
