Are you saying nothing happens when you select "shutdown" from the start menu?
What version of Windows are you using?

What happens if you press Win+X, then shutdown from there?
Also, does Restart or Hibernate work from the start menu?

Have you disabled hibernation? If so, how?

If you are getting the same behavior from the Win+X menu, then it doesn't seem like a Classic Shell problem.
Also, try holding Shift when shutting down from the start menu. It will do a full shutdown instead of the normal hybrid shutdown.

No, I meant you press the start button normally, but before you select the Shutdown menu item you hold down Shift.
