Well your wish finally got granted
Starting with Classic Shell 4.2.0, there is a dedicated setting to change the user picture. It overrides the Windows user account picture and you can specify your own.

the user can already modify the username/caption text from the menu look tab, why not allow them to import a custom user picture from here to? |
