Is it possible to have an option like Win7 has where jumplists and the All Programs button would not respond to mouse hovering and would only open if you clicked on them?

For All Programs, the setting is on the Main Menu tab: "Delay multiplier for the All Programs button".
If you are using Cascading sub-menu for All programs, increase the "Menu Delay" setting value on General Behavior tab.

Much better. Thank you.
I mean, I'd still like it if you added the option to disable hovering entirely (this is the feature request section after all). But this is still pretty good.
