The main Classic Shell package includes translations in 35 languages for things like the toolbar labels, the Explorer UI and the start menu items. But to translate settings UI, help files etc, these DLLs have to downloaded and put in the Classic Shell folder: http://www.classicshell.net/translations/ zh-CN and zh-TW are available. zh-HK isn't available yet. Can you help with that? :)

there's really not alot of difference between HK & Taiwan, they both use Traditional Characters, there are only about a dozen Cantonese-specific characters, and maybe a bit different grammar & vocabulary, but not a whole lot.. i could take a look at what you have for the Taiwan one and see if there is anything not specifically used in HK

Then simply download the zh-TW DLL and rename it to zh-HK.
