You can add it yourself using the free Win+X Menu Editor: 
http://winaero.com/blog/customize-the-right-click-winx-power-users-menu-in-windows-8-1-and-windows-8/    1. Add a shortcut to "C:\Program Files\Classic Shell\ClassicStartMenu.exe" using Win+X Menu Editor. 
2. Open Explorer and go to this folder: 
%LocalAppData%\Microsoft\Windows\WinX   
3. Go to the appropriate group where you chose to create the shortcut (Group 1/2/3) and open the Properties of the Start menu shortcut you just created. 
4. For the shortcut target, use this command: 
"C:\Program Files\Classic Shell\ClassicStartMenu.exe" -settings
