Skins only support visual changes. This requires fundamentally new functionality, like showing and manipulating live tiles. It cannot be done with a skin. |

i know that,thank you, i meant ,make a skin is the "style" of the new start menu.i realize it will not have the functionality of the new start menu. |

Microsoft has not yet provided any APIs for desktop app developers to use Live Tiles outside of Metro. The Live Tiles depend on the Windows Push Notification Service and will probably be exclusive to Microsoft's Start Menu coming in the update to Windows 8.1. |
