Doesn't the Classic Start Menu's search box suffice? Anything you type there can be run as administrator by pressing Ctrl+Shift+Enter.

But it would be easier if you didnt need to press those keys combination, just like in Win7

That would leave it with no way to run programs without elevating. Windows 7 didn't elevate it every time either unless you completely disabled UAC.

The "Run" command opens the Run box implemented by Windows, just like pressing Win+R. I have no control over its behavior.
