version 3.6.8

to reproduce, enter any folder and immediately press "home" button. under xp and earlier the cursor would mark the topmost left folder/file with the dark blue selection box, ready to enter the folder on pressing enter.

here it doesn't do that, you'll only see a half see through outline. enter doesn't work in this case until the selection is actually made. you need to first press right arrow to 'focus', then left arrow or home will return to the first folder/file, in regular selection mode, and only then it'll work as intended.

but the thing is, pressing home doesn't immediately focus the selection. is it possible to fix this?

This is how Explorer works in Windows 7. The item is focused but not selected. You can press Space to select it.
This is not a Classic Shell issue. Classic Shell does not control the keyboard navigation inside Explorer.

Instead of Home, try Page Up. That will select it. Or as Ivo said, Home then Space will select it. Or pressing End, and then Home.
