Classic Start Menu 4.3.1 > Customize Start Menu > Edit Menu Item (Restart) > Label:
- anything I enter has no effect.
Resulting label is always "Update and restart"
This is a confusing label, as what user is seeking is to RESTART, and w/wo update is secondary!
(and their chronological order is of no interest to the user)
I believe the default label should be something like "Restart (with Windows updates)"
And the default label for restart_noupdate should be "Restart (without Windows updates)"

Same problem with "shutdown" command

You can change the text by editing the file StartMenuL10N.ini.
