Hi there!
So I'm not sure how much of a bug that is technically because I guess it originates from the base Win 8.1 and not Classic Shell, but since Classic Shell already has lots of options to modify the Start button, chances are it is possible to fix the problem with CS.
Also I'm currently on the recommended stable version of CS (4.2.5), so I have no idea if maybe it's somehow already fixed in the latest versions.

The problem is the following: while it seems Start button works perfectly fine with mouse, on a Win 8.1 tablet using touch controls to press Start doesn't always work as intended.
For some reason right after I boot my tablet tapping bottom left corner of the Start button does not open the menu but instead initiates the hot state of the button as if I hovered my cursor over Start instead of pressing it. Tapping bottom right or any of the upper corners of the Start button actually do open the menu as intended, also tapping the bottom left corner after successfully using the menu by tapping other corners of the button stays bugged. Tapping bottom left corner actually does fix itself and begins to work as intended after you experience the hot status bug once, it then continues to work as intended for infinite amount of taps as long as you don't tilt your tablet. Tilting to 180 degrees at once makes no difference, yet tilting 90 degrees somehow "refreshes" the problem.
So tapping the bottom left corner of the Start button bugs out and works not as intended for one tap each and every time I tilt my tablet 90 degrees and obviously each time I boot or reboot it.

I wonder why that is and if it can be somehow fixed...

So you are saying without Classic Shell installed, the 8.1 button doesn't open by touch sometimes and is buggy? Or with Classic Shell installed? Which button are you using - the 8.1 built-in OS button or the Classic Shell button?

Classic Shell has a feature to replace the Windows 8.1 Start button with its own. So you can check from Settings the option called "Replace Start button". And see if it works by touch as you want without any bugs. If the bug is with the replaced button, try not to replace the button and see if that fixes the bug. That's the only "fix" Classic Shell can do I think.

For me, both, the Windows 8.1 Start button and Classic Shell Start button always opens reliably by touching it.

Can you tell some details about your settings or attach your Classic Start Menu Settings XML here?

Start is buggy for me both with and without Classic Shell it seems (I've tried multiple alternative Start buttons from CS to no success), so it must be Windows' fault at its core, I just thought that maybe there is some kind of a blind spot in the way touch active area is placed that can be eradicated with CS maybe, or maybe there is Windows bottom left hot corner in place here that is supposed to be turned off yet maybe still has some kind of a trace of itself left for some reason.

Start button size has been set to "555" with CS in order to make everything clear and visible even with my terrible camera. The problem is there regardless the button size, also it seems the blind spot on the bottom left corner scales with the size of the Start button, so that might be a hint to the root of the problem.

Yes I understood what the problem was but unless we can reliably reproduce it on *our* PCs, it's hard to find the cause.

Make sure that at a time you have only 1 Start Menu replacement installed. Are you using any tool to disable hot corners?

I've disabled hot corners in Windows options and in CS options as well.
I don't have any other Start replacements beyond CS. I have Taskbar Tweaker installed, but I doubt it has anything to do with the problem.

Ha, never mind, it appears I was able to fix the issue after all! I just had to manually calibrate my touchscreen to make it work as intended, apparently default touch calibration was off on my tablet.

I have observed that if you go to the Control Panel -> Tablet PC Settings -> Calibrate..., it breaks certain parts of the Modern UI such as the Charms Bar and other Edge UI. It might be breaking the Start button too. Once you press Reset and choose not to Calibrate, it works well.
