Even if the taskbar is unlocked, the first toolbar next to Start button is not movable.

This is especially annoying because the distance between the Start button and the first toolbar is too small. One has to add an empty toolbar to work around the problem.

That's how the taskbar has worked since Windows 95.
You can add extra space by editing the bitmap of the start button.

I am using the standard Classic button, no image. While it indeed turned out that some trouble was due to a third-party dll, now I am running it without any third-party resident programs. Still the space is smaller than under 4.1.0 (3 px vs. 1 px):

The only workaround here is adding an empty Quick Launch.

You can make a custom button that looks like the classic button.

It won't pick up the theme color. For now a better solution is adding an empty toolbar:

But I wondered whether it was a bug that one could not move the first toolbar. I will look on how it works under Win2000/XP.
