Tried to install the current version on my new Windows 8.1 phone and got the error msg shown in the 'Subject' line above.
Hope you can help, I'm too OLD (nearer 76 than 75) to move to another Win version... I know Win7 and I am :Dwith using a 'lookalike'...

Classic Shell runs only on Windows Desktop operating systems, not on Windows Phone or Windows 10 Mobile OSes.

Phooeey... Q- Do you know of any other front ends that might be more like Win7 than Win7+ that would work? Hoping so, Ed

nope, pretty-much nothing runs on windows phone... except apps (which dont have system access) so something like a full shell wouldn't be feasible
windows phone 10 however may be able to accommodate it, at a later date depending on what hardware your phone has, and how they implement "continuum" http://www.theverge.com/2015/5/6/8560195/microsoft-continuum-for-phones-windows-10
