I have the default Shift+click to us the Windows Start menu, but this is not working in Windows 10: nothing happens. Similarly "Shift+Win" does nothing, even though this to is set in settings to open the Windows Start Menu.

Do you have any other Start Menu replacement product installed at the same time?

What version of Classic Shell do you have? Shift+click is broken in version 4.2.1 if you have DPI that is different than 96.
