I have a Lenovo Thinkpad 10 tablet running Windows 8.1 Pro with the Classic Shell start menu installed. When I touch the Start menu button, the start menu displays with the cursor blinking in the search box. The problem is that I cannot type anything in there without a keyboard attached. The onscreen keyboard is not triggered by this text entry box. If I click the onscreen keyboard button on the right side of the taskbar it then hides the start menu so I cannot really see what I am typing.

That's basically how Windows works. For example open the Run box, then it will open in the lower-left corner, and the keyboard will overlap it.
You can drag the keyboard by its title bar to another place on the screen though.

Starting with Classic Shell 4.2.3, the Start Menu has the ability to move itself, for example, when the Windows 8/8.1 and Windows 10 touch keyboard pops up in the docked state or when the resolution changes (like when you exit a fullscreen game with the Win key).
