Using the extractxx parameters results in ClassicShellSetup32_4_2_0.msi rather than ClassicShellSetup32_4_2_1.msi (same for x64).
Also running the extracted msi files with 4.2.0 installed results in a repair\remove request rather than option to install\upgrade.

Works for me. Make sure you are running the correct installer EXE. Look at the Details tab of the file properties and check the version number.

Sorry Ivo, my bad; I had old download in same folder and using tab complete in command prompted ran 4.2.0.
