I have my computer set to open files without extensions in a text editor.

The windows update shortcut should show it's own icon, because it is specified in the file.
That should override any system defaults.

4.1 had correct behavior.

What icon do you see in Explorer for the Windows Update shortcut?

Also, try to include shortcuts without anything in the background. A screenshot of another topic that also talks about icons in the start menu was very confusing. It took me quite a while to figure out what you are talking about.
