When you click Shutdown in Windows 8/8.1, it logs out and then hibernates. The hibernation process may be taking a long time. The monitor turning off first and then the PC going off is normal but if it's taking an abnormally long time, then Windows might be getting stuck when you hibernate.

You can try this. Right click the Start button -> Settings. In the search box of the Settings window, type: hybrid shutdown and disable hybrid shutdown, and click OK. Now if you shutdown, it will turn off similar to Windows 7. But starting it might take a little longer.

Instead of disabling hybrid shutdown, you could also disable hibernation first, then defragment your hard disk drive in case Windows isn't automatically defragmenting it, and then enable hibernation again.

Anyway, this is a Windows related issue. Classic Shell's Start Menu only calls the system function to do a full or hybrid shutdown. If you Shutdown from the Start screen, it must be taking the same amount of time.
