I downloaded version 4.1.0 to install on Dell Precision 3800. Installation failed with message "Key not valid for use in specified state".
I tried the following:
1. Install as administrator
2. Delete the installation file and download a new one
3. Attempt to install version 4.0.6
All failed with same message.

In the Event Viewer, I found error logs. The one that seems most significant is described as follows:

The description for Event ID 10011 from source MsiInstaller cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.

If the event originated on another computer, the display information had to be saved with the event.

The following information was included with the event:

Product: Classic Shell -- Key not valid for use in specified state.

(NULL)

(NULL)
(NULL)

(NULL)
(NULL)

the message resource is present but the message is not found in the string/message table

There is also a detailed description (reproduced below), which I do not understand.
Can anybody think of some solution?
Thank you.

André

Are you saying that a Windows Update removed the item from the control panel?
Which version of Windows is that? And if you open the Control Panel in Explorer, and not the start menu, do you see the missing item?

I get this error on Windows 8.1. I can`t install any msi.
Get error - "Key not valid for use in specified state"

Two way - restore point or manually remove update.
I remove updates at 14.08.14.
http://support.microsoft.com/kb/2918614 - when remove this update, problem disappeared

So this is a problem not just with Classic Shell, but with any other MSI installer?
It is possible the new August update broke the Windows Installer system.

P.S. Should I re-install the update? And if I do, is it likely to create more problems?

 Microsoft spent five hours trying to resolve this problem and failed miserably. I deleted the 14/08/2014 MS updates and the problem went away. I have written to MS advising them to expect an onslaught of complaints and suggested they investigate how to apply the security updates without causing the problems described. Thanks for your help guys.

I joined this forum for the SOLE purpose of thanking dviguhix for his answer. I pulled my hair out all day suffering the "Key not valid for use in specific state" error on any application I tried to install today. Stumbled upon this post after searching all day and uninstalling KB2918614 resolved the problem!!! so thank you, very much. Like others, no one really knows about this (yet). My IT department wanted me to reformat!
