without classic start menu: shift+win+arrow is a feature to move current window to next/prev monitor
with classic start menu: shift+win+arrow is still the feature, but as soon as i release win button, the new windows 8.1 metro shows, i had to press ESC to cancel it

It looks like classic start menu is not handling shift+win correctly when it is actually other combination than shift+win alone

Which version of Classic Shell are you using on Windows 8.1?

I am unable to reproduce the problem you describe. Shift+Win+left/right arrow keys move the active window to the next monitor. Shift+Win takes you to what you've set in Classic Start Menu settings. To move a window to another monitor, you must not let go of Shift+Win before pressing the arrow keys.

Still can't repro. What is the order in which you are pressing the keystrokes? It must be Win+Shift+Left/Right or Shift+Win+Left/Right. You must not let go of either of the first two keys until the third is pressed.

Maybe some other software is conflicting with the Win key. Do you have any other app installed which may affect the Win key such as another Start menu replacement, or some mouse or keyboard driver module?

reproduced PLUM 96 USB keyboard. (using USB wired, not tested with wireless)
not reproduced with normal usb keyboard

is there any key tool i can check the differences between these two keyboardse?

That keyboard seems to have locking features for the Win key, so it's possible it's operating incorrectly with Win key combinations such as Shift+Win+Left/Right.
