It seems that the Start button graphic is ALWAYS centered on the taskbar. This behavior is incorrect if the taskbar is configured to use small buttons, as it causes the bottom of the button to be cut off.

If the size of the Start button graphic is larger than the width of the taskbar, then the Start button should be located so the bottom of the bitmap is aligned with the bottom of the taskbar, not centered. The button should only be centered if it is smaller than the width of the taskbar.

That's exactly how the start button works in Windows 7.
If you want to move the button you can edit the image by adding transparent padding around it.
