Post subject:  Windows 8.1 Update - Start Menu Delay

I have the latest version installed. When I click the Start Button it just sits there black for normally 5~30 secs before it pops up. Sometimes it just locks up & I have to logout to try it again. I can't click anything on the Task Bar. Windows 8.1 update caused the problem. I can uninstall that update & the delay is gone. I have a Lenovo T440s running Windows 8.1 x64. I've attached the dmp archive per suggestion.

It seems to be stuck trying to open an EXE file to check its timestamp and see if it is recently installed. The likely cause is that some AV software is intercepting the operation and scanning it for viruses every time an EXE is opened. Specifically Defender is known to slow things down.

See if disabling the setting "Highlight newly installed programs" improves things.
