When I click “Switch User” in the shutdown pull down box I get a flash of the WIN 8.1 switch user screen then WIN 8.1 returns to the original user. If I try a second time then I can switch users as I would expect. This only happens the first time after reboot or wake from sleep. After the first time everything works normally.

I uninstalled a previous Classic Shell and installed 4.0.2 after upgrading to 8.1. Switch user worked properly in 8.0 with the previous version of Classic Shell. Any thoughts of what the problem might be?

What happens if you press Ctrl+Alt+Del together -> Switch User?

If I press Ctrl+Alt+Del together -> Switch User, the switch user screen opens and operates as expected. If I select a user at that point then try to change users using Classic Shell, it also works a expected. The only time Classic Shell switch user doesn't operate properly isunder the conditions that I explained in my original post. I should mention that neither user has a password if that helps.

Nor does "Sleep" the compu enters sleep and immediately awakens...???

One other thought on my switch user problem. When I use task manager to switch users, the PC shows the switch users screen with icons for each user. When I use Classic Shell to switch users, a screensaver screen shows. I then have to click the screen saver screen to show the switch users screen with the icons.
