can Windows 7 programs, like Ghost, be installed on a Windows 8.1 laptop with the classic shell installed on it.

Classic Shell does not affect the compatibility of Windows 8.1 (doesn't make it better or worse).

That said, most well-behaved programs should work on newer versions of Windows. You have to try and see.
