Alternatively, Start9's Taskbar offerings could easily provide such options.

Start9 isn't exactly ready for day-to-day use as of yet, though, so atleast for the moment, Jcee's solution would definitely be the way to go IMO.

I didn't notice, and still don't see the difference between the windows classic for windows 7 when it came out in 2009, and the classic theme for windows 95/98 which I linked. You can change the title bar colors in windows 7 to look exactly like the windows 95/98 theme that I linked. If it has bugs...

The only thing its lacking is categories and full screen mode ;') Categories are present, albeit lacking headers and drag-rearrangement capabilities, and fullscreen mode is in the works.
