The user policies work for me. When I use gpedit to enable the "Replace Start button" policy, it created a registry key HKCU\Software\Policies\IvoSoft\ClassicStartMenu. Inside it created two DWORD values EnableStartButton and EnableStartButton_State. Do you not see any new values in your ...
