classic start menu's functionality should be completely unrelated to the other components. However it may(likely will) still break eventually with a new version of windows.

Im on a fairly recent build 1709 ver 16299.371 and classic shell works fine. also its unlikely they have or ever will release an 'intentional' patch to break classic shell. I'm not personally caught up on the project enough to elaborate. It sounds like something a custom theme would fix:

Just note: it can be a litte risky, and if the installation is done wrong, or an incompatible theme applied, it could make it difficult to start windows.

try reinstalling classic shell, if that fails try whiping it with the classic shell utility and reinstalling
if that fails you might be out of luck, because the latest version breaks classic shell for many users..

Nope sorry, its not something classic shell touches, so my guess is a corrupt windows file?
If a system restart doesnt solve, try opening command prompt as admin, and typing sfc /scannow /f /r
If that fails, your other options are more drastic.. (IE reinstall windows)

It sounds like your start menu is corrupted, this isnt necessarily caused by classic shell, however classic shell can often mask this issue.
Try opening command prompt (as admin) and typing sfc /scannow /f /r
This should find and replace any corrupted system files and hopefully fix your issue.

One of these 3 options should be what you are looking for
'Small Icon size'
'Large Icon size'
'Start button size' (If this is grayed out, you may need to check the 'replace start button' option)
