Nope, sadly what you want cant be achieved because that part of windows is actually hardcoded into each specific program. in a way that would likely cause instability issues... (Personally, I feel that a whitelist for addressing any incompatibilities would have sufficed) However I dont develop class...

Programs is a mesh of 2 folders.
Right click your start button, go to 'open' look for a 'settings' folder here
If it's not there, right click the start button again and go to 'open All Users'

That setting applies to the start menu, not windows explorer. All classic shell affects in explorer (on windows 10) is the addition of a toolbar
Basically your issue shouldn't be related to classic shell.

when you click >all programs
the list will be different since you dont have the same programs on both computers

Yes, the easiest way is to right click your start button go to settings, then at the bottom you will see 'backup' Save to .xml then copy that to a flash drive (or email or whatever) and use it on your new system NOTE: this will not save any 3rd party .skin files, taskbar backgrounds, or start button...

Yup; this has been established.. it doesn't kill 100% of the time (as Im currently on fall creators update with classic shell installed) Sadly IVO is no-longer developing classic shell (tired of the constant changes on windows 10, and busy with other stuff), and this bug might not get fixed for some...

I haven't heard of anyone lose classic shell completely after uninstalling it. you should be safe. I cant say the same about a system restore though, because a few people have had problems with 'fresh' copies of Windows 10 fall creators update

you are confusing the desktop with the start menu.
but there is no simple way to transfer all of your shortcuts from classic shell to windows 10's start menu without pinning them 1 at a time.
Those shortcuts (and the rest of your settings) should be preserved if you later reinstall classic shell

at the bottom of the settings, there is a 'backup' button
resetting it to default SHOULD display classic shells menu for sure...
If that doesn't work then there is a bug

It might be the click setting
right click the start button, go to 'settings' check 'show all settings' at the top
look for the 'controls' tab
make sure 'left click opens' is set to 'Classic start menu' and not 'windows start menu'

This is not a feature of classic shell, nor is it a feature of any version of windows to my knowledge. If this behavior has been on the computer since the beginning, its likely to be a wonky driver (that some manufacturer decided was a good idea to include) you might have luck opening device manager...

Open classic shell settings; then check the 'show all settings' button on the top, then look for the start button tab, then adjust the 'button size' field (0 defaults to the size of the image)
Try something like 60 to start, and increase/decrease that number till it matches.

Do you mean the system tray? (far right in, or after the ^ symbol) or the taskbar? Neither of which classic shell controls, beyond applying a texture if you opt-into the 'customize taskbar' settings (which are off by default) If you mean the start menu itself; a program running should have 0 bearing...
