I am happy to find it is not Classic shell but I had to consider all leads. Windows is wierd and wonderful these days. I live in hope.

I have been using Classic shell 4.2.1 in Windows 8.1 for much more than a year. Just lately I rearranged icons on my desktop but they returned to the previous state when I restarted.
