Looks like that did the trick. In the Admin Templates settings I put Enabled and set to Windows 7 as the value.

I run a lab environment where workstations are reimaged to a fresh state after rebooting. So user data is typically not kept on these workstations. Im testing this out with classic shell, and one thing I find when I login and click on the start button, the settings window open for Classic Shell star...
