Since Windows 95? I'd forgotten how long I've hated this feature.
How else? Just expand the tree to where you want to go before dragging.
Thanks for using "he/she" instead of the nearly ubiquitous "singular they". Maybe we can save the English language yet.

This relates to Classic Explorer. Some years ago Microsoft decided that it would be cute to automatically expand a directory in the navigation pane if I drag a file onto it.
