Probably your menu delay is way too short. Increase it to larger value, like 1000. The setting is in the General Behavior tab. @Ivo Thanks for the pointer to Menu Delay. I had a similar problem to clamhe, in that when moving (click-dragging) an item up or down the All Programs menu... as I moused the shortcut or folder up/down the menu... it would open every folder until I got where I wanted to drop the item. Somehow the Device Manager, Human Interface Devices, "HID-compliant touch screen" was enabled although I don't have a touch screen laptop. So disabling it fixed the lack of scrolling submenus like Control Panel or Apps, for me. Would be nice if there was some warning somewhere... if only i...
