Thanks for your help. I was able to get the folder to delete on Windows 8.1 by adding a WorkingDirectory property to the uninstall shortcut in my WIX file. Their sample in the WIX 3.8 document doesn't have this property specified. I suspect it's has to with Windows 8.1 since the folder was deleted w...

Some additional information - I just found out if I run the .msi uninstall as administrator, the blank folder gets successfully deleted from the Classic Shell Programs list. Hope this helps - Bob
