It is a bug in Explorer. It doesn't handle well when toolbars are uninstalled. Agreed. Knowing this, couldn't ClassicShell track the original setting (eg. no value) when installing and attempt to restore it when uninstalling if there's confidence that there were no external user interventions on it...

If you uninstalled Classic Shell's Explorer component and the menu bar still remains visible in Explorer, go to HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\ShellBrowser and delete the ITBar7Layout value there. Hello! After having installed Classic Shell 4.0.2 in Windows 8.1 Eng 64 bit, it appeared menu bars in Control Panel and Network Sharing Center (attached images).
